The 1890s was one of those times for which people were nostalgic -- and which would have astonished anyone who had to deal with it. The US was in a major depression and the music was soppy and sentimental. What people probably looked back on was there were no automobiles -- and the streets were filled with horse manure.In any case, for the movies, the Gay Nineties was the decade in which movies like Mae West's SHE DONE HIM WRONG and THE BOWERY were set, so Walter Lantz set this musical cartoon starring Pooch the Pup -- his answer to the Fleischer's Bimbo -- in that millieu. It starts out with "In the Good Old Summertime" and ends with "Minnie the Moocher's Wedding Day". For the first half the gags are sight gags and rather adult and there are some interesting shots, like a camera freeze and a pan shot. About two-thirds of the way through they shift to the more cartoon-standard "rubber tube" animation gags.All in all, it looks like Lantz' staff couldn't make up its mind whether they wanted to do a general audience cartoon like the first half or a children's cartoon.

The plot follows a fictional Virginia planter, John Fry (Jack Lord), who becomes a member of Virginia's House of Burgesses. Through contact with Patrick Henry, Thomas Jefferson, George Washington and other patriots, he gradually loses his ties with the pro-British faction and casts his lot with the rebels.

He gets Waldo and runs away seeking a hideout until he can straighten things out. Following Magoo's fugitive-directions, they wind up in the city jail.

Popeye and Olive are driving through hillbilly country, when a very large woman hillbilly, in search of a man, grabs Popeye. When Popeye's spinach falls out of his reach, it's up to Olive to save the day.

Foghorn's annoying college buddy, Rhode Island Red, comes for a visit and then won't leave. What's worse, he muscles in on Foggy's harem and reverses most of Foggy's traps and tricks. A football session with an exploding casaba melon backfires when Red returns the pass; the exploding golf balls only explode when Foghorn hits them, and the fist in the camera only pops out when Foggy examines it to figure out what went wrong. But Foghorn finally gets the last laugh with a phony telegram about an inheritance and an exploding bowling ball as a parting gift.
